A tower job is described by where on the structure it happens. Read top-down, the list is also the argument: the beacon, the mounts, the steel and the compound are one site and, here, one responsible party.

Three pages worth reading before awarding anything
None is long, and each one settles a question that otherwise gets settled in the middle of a job, usually badly and usually over the telephone.
The close-out page matters most. In this trade the document is the product: a crew can do perfect work and still hand you a package your QA process rejects, and the rework costs a mobilisation.
